Toby Rubenstein is a graduate of Skidmore College, Saratoga Springs, NY, with a B.A. in Political Science. Previously a Claims Representative for the Social Security Administration, she spent 21 years with OWCP in Dallas, Philadelphia, in the National Office on a lengthy detail, and in the Washington, D.C. District Office as a Claims Manager. Among many others, she received three Secretary’s Exceptional Achievement Awards. She has been in active practice in this business for 16 years.
She has broad knowledge of the Federal Employees Compensation Act, Regulations, and Procedures and knowledge gained from working with various agencies in the course of her duties at OWCP. She was a member of 5 Accountability Review Teams to assess the quality of work in other offices and presented training sessions for the AFGE and numerous federal agencies in several states and in D.C. She wrote training materials for OWCP, utilized nationwide. In addition, Ms. Rubenstein has delivered PowerPoint presentations at many conferences and seminars for attorneys. Toby is active in WILG, Workers Injury Law & Advocacy Group/FECA Section sharing knowledge with attorneys almost daily and speaking at their conferences on multiple occasions.
