Consultants since January 2006, we have provided a variety of services coast to coast including advice on cases under the Federal Employees' Compensation Act from 29 states and territories. We are not attorneys but demonstrated excellence in writing, oral communication, and ECAB research and understanding the multiple forces involved in decision-making at OWCP/DFEC.
Toby Rubenstein, founder of the consulting practice, is a graduate of Skidmore College, Saratoga Springs, NY, with a B.A. in government. Previously a Claims Representative for the Social Security Administration, beginning in 1985 she spent 21 years with OWCP in Dallas, Philadelphia, in the National Office on a lengthy detail, and, finally in the Washington, D.C. District Office as a Claims Manager. Among many others, she received three Secretary’s Exceptional achievement Awards.
She has extensive knowledge of OWCP regulations and procedures, as well as knowledge gained through working with various agencies and unions in the course of her duties at OWCP. She served as a member of five Accountability Review Teams to assess the quality of work in other offices and presented training sessions for the AFGE and numerous federal agencies in several states and in D.C. She wrote training materials for OWCP, utilized nationwide, and has provided training at several law offices.
In addition, Ms. Rubenstein has delivered PowerPoint presentations at a number of conferences. She was an active member of the Federal Law and Advocacy Group, communicating with attorneys on an almost daily basis. She is a member of WILG, Workers Injury Law & Advocacy Group, FECA Section and participates regularly in case discussions.
