Consultants since January 2006, we provide a variety of services coast to coast including advice on cases under the Federal Employees' Compensation Act from 28 states and territories. We are not attorneys. All work is kept confidential and is executed by highly experienced former OWCP employees. We have demonstrated excellence in writing and oral communication as well as an understanding of the multiple forces involved in decision making at OWCP.
Toby Rubenstein, founder of the consulting practice, is a graduate of Skidmore College, Saratoga Springs, NY, with a B.A. in government. Previously a Claims Representative for the Social Security Administration, beginning in 1985 she spent 21 years with OWCP in Dallas, Philadelphia, in the National Office on a lengthy detail, and, finally in the Washington, D.C. District Office as a Claims Manager. Among many others, she received two Secretary’s Exceptional achievement Awards.
She has extensive knowledge of OWCP regulations and procedures, as well as knowledge gained through working with various agencies and unions in the course of her duties at OWCP. She served as a member of five Accountability Review Teams to assess the quality of work in other offices and presented training sessions for the AFGE and to agencies such as the National Park Service, the Department of Veterans Affairs, IRS, the U.S. Mint, and the Bureau of the Prisons in several states and the District of Columbia. She wrote training materials for OWCP, utilized nationwide and has provided training to law offices.
Richard A. Kulick, a Senior Affiliate Claims Consultant, received an M.P.A. University of Pittsburgh, PA in Personnel and Human Services Administration, an M.S. from the University of Missouri, St. Louis in Gerontology, and a B.A. from the State University of New York at Genesco, NY in Political Science, Cum Laude. He is certified by the Centers for Medicare and Medicaid, Washington, DC in Medicare Billing and HIPPA and the Linguex Learning Center, Washington, DC in Spanish.
Rick received multiple performance awards from the U.S. Department of Labor, Washington, D.C. and an Award by Bethesda Naval Hospital for Outstanding Claims Service as well as one from the Peace Corps, for Outstanding Claims Service, Washington, DC and has had several professional publications including one on Medicare/Medicaid Provider Certification.
